TRAVELLERS ROLLER HOCKEY RULES AND REGULATIONS
(last modified, Sunday, June 12, 2006)
Welcome to the
2006 Travellers Recreational Adult Inline Hockey League. The goal of the league
is to provide area players with an opportunity to participate in a non-contact,
recreational environment, allowing them to develop their skills in the sport of
roller hockey.
1.RULES
CHI rules will apply in addition to the
following League rules.
2.WAIVER FORMS
2.1 All players
and team officials participating in games shall sign the hockey waiver form
prior to their first game to be approved to play in the League.
2.2 Any player
must produce identification within 72 hours if requested by a League official.
2.3 Any team
that has a member of its team participate in a league game without signing the
waiver will receive a warning from the League executive. Any following
violations will result in the team rep and the player in question both being
suspended for one game each.
3.EQUIPMENT
3.1 All players shall wear CSA approved hockey helmets. All goaltenders shall wear CSA approved hockey helmets with CSA face masks. Players without proper helmets will not be allowed on the floor during a game.
Note: No goaltender may wear a cat eye style mask.
3.2 Brakes on
in-line skates and black tape on the bottom of a hockey stick are not
permitted as they mark the floor.
3.3 Players are
able to use white tape on their sticks, however no tape is permitted on the
bottom of the stick, for the aforementioned reason. Tape will only be permitted
on the middle of the stick blade.
3.4 No player
will be allowed to use a stick that is frayed or has a jagged edge.
Note: Any
player who is caught using an illegal stick will receive a warning from the
referee. A player who then refuses to change his equipment will receive a minor
penalty for illegal equipment.
4 SWEATERS
4.1 All teams are expected to have a full matching set of
sweaters (including the goaltender.
4.2 No players on any one team may wear identical numbers nor may any player wear no number.
5. NUMBERS OF PLAYERS
Inline hockey
is played with four skaters and a goalie on the floor at full strength. The
minimum number of players on the floor per team is three(3) skaters and a
goalie. Any team that cannot produce the minimum number of skaters on the floor
(3 skaters) will forfeit the game. No game will start without four skaters and
a goaltender(in equipment). Any team that does not have the required number of
players on the floor by :40 after the hour will receive a delay of game
penalty.
6. GAME TIME
1st
Period: 25 Minutes
2nd
Period: 25 Minutes
The game is
played on running time, except for the last two(2) minutes of the second period
if the difference in score is two(2) goals or less. The referee or timekeeper
has the discretion to stop the time(ie Injury, delay in the game due to water
on the floor, etc).
7. CHANGING PLAYERS
The Changing of players on the bench will
only be allowed on the fly, except after: A GOAL, A PENALTY, AN INJURY or END
OF A PERIOD. When play is in stop time mode(two goal difference, last two
minutes of the 2nd period), players may change at any time.
8. RED LINE
8.1 The red line will be considered for icing situations and for
offsides.
8.2 A player must carry the puck over the red
line before making a pass to a teammate in the attacking zone. From his
defensive zone, a player may pass the puck to a teammate in the attacking zone
providing the puck first hits an opponent. Players may precede the puck over
the red line and may be anywhere in the attacking zone providing they do not
receive a direct pass from a teammate while in his defensive zone. An offside
call will be made with any violation of the rules listed in 9.2.
9 . ICINGS
9 .1 Icings will only be called in the last two minutes of the
game.
10 PENALTIES AND SUSPENSIONS
MINOR Two(2)minutes

NOTE 1:
Penalties followed by (*) also carry an additional minimum one (1) game
suspension.
NOTE 2: A major
or double minor/spearing, slashing, roughing, etc. may result in a suspension.
NOTE 3: Any
misconduct penalty in the last ten(10) minutes of the game may result in a
MINIMUM one(1) game suspension.
NOTE 4: Any
misconduct after the conclusion of the game may result in a MINIMUM TWO(2)GAME
SUSPENSION.
NOTE 5: Any
player who threatens the safety and well being of any referee or league
exective will receive a MINIMUM season-long suspension.
NOTE 6: All
players suspended by the Travellers League are not permitted in the dressing
rooms, hallways or behind the benches. Any player in violation of this rule
will receive an additional suspension.
NOTE 7: “Trash
talking” or taunting towards an opponent is not permitted and will result in an
unsportsmanlike penalty if overheard by one of the referees.
10.1 FIGHTING
FIRST
TIME: OUT OF LEAGUE AND NO REFUND WILL
BE GIVEN
10.2 Players
receiving majors, misconducts and match penalties will have their incidents
reviewed by the disciplinary committee.
THE COMMITTEE’S DECISION IS FINAL AND MAY NOT BE APPEALED.
10.3 Any player
receiving three(3) penalties during the same game will be ejected. Any goaltender receiving three(3) penalties
in a game will not be ejected from that game but will however be assessed an
automatic one(1) game suspension and therefore will not be permitted to play
for that team’s next regularly scheduled game. A delayed
penalty, which results in a goal being scored on the same play, will also count
as a penalty on the official scoresheet.
10.4 When a
team is shorthanded and a delayed penalty is called on the same team and a goal
results on the play, the player in the penalty box will leave and the player
who had the delayed penalty will serve his own penalty.
10.5 If a team is shorthanded and receives
another penalty, the time on the 2nd penalty will not start until the 1st
penalty has expired. The 1st player will not be allowed on the floor until a)
the first whistle after his/her penalty is over(player must then go directly to
his/her bench) or b) if the second penalty time has expired.
10.6 When there are coincidental penalties(both
teams receiving an equal number of penalties on the same play) teams will
continue to play 4 on 4.
10.7 No player
may serve another team member’s penalty except in the following situations:
a) a penalty
assessed to a goalie
b) a penalty
assessed to a player having been ejected from the game.
C) any minor
penalty assessed to a player having to leave the game because of an injury.
During a major
penalty, a team can decide at any time during a stoppage of play to put a team
member in the penalty box to serve the penalty. However, should the penalty
time elapse, and no player was in the penalty box when the penalty
expired, the team will continue to play
one man down (not a shorthanded situation however).
10.8 INJURIES OR CAUSING BLOOD
When a player
is injured or draws blood, it’s the referees discretion as to whether there’s a
minor, double minor, major, match or no penalty called on the same play. If
play is stopped for an injured player, that player must go to his/her bench and
be replaced by another player.
11 BODY CONTACT
There is no intentional
body contact allowed. Accidental or incidental contact is permitted. It will be
at the Referees’ discretion if any body contact between two players is deemed
an altercation and warrants a penalty.
12 IN THE CREASE RULE
12.1 When a
player is in the attacking zone and his body is in the goal crease and his
actions cause interference with the goalie( blocking the goalie’s view) and a
goal is scored, the goal will not be allowed. A penalty for goaltender
interference will be called if a player is in the crease and physically impedes
a goaltender from making a save on the play.
12.2 If the
attacking player is pushed into the goal crease by the defending team, the goal
will be allowed. The player pushed in, however, must make every attempt to get
up and leave the crease.
12.3 Any
attacking player, while having possession of the puck and attempting to score,
may enter the crease with the puck.
12.4 The League
relies on the proper judgement and discretion of its referees on these crease
rules.
13 HIGH STICK
Any puck touched above the shoulders with a
high stick will result in a whistle and the face-off will be occur at the
team’s defensive zone circle.
14 GLOVING THE PUCK
A player in his
defensive zone is allowed to ”bat“ the puck to a teammate also in the defensive
zone. Doing so in the attacking zone will result in play being stopped.
15 GOALS AND ASSISTS
One goal and a
maximum of one assist will be given on each score.
16 COMPLETION OF A GAME
All players waiting to go out for their scheduled game must wait at the gate until all players from the previous game have left the playing surface.
16 PENALTY SHOTS
The clock will
stop on all penalty shots and re-start immediately following the shot.
17. DRINKING AND SPITTING WATER
The League
recommends that all players drink plenty of water before, during and after a
game. It also advises players, who drink water on the bench and feel the need
to spit it out, to do so behind the bench, in order to prevent the bench floor
from getting wet and thus getting water on the your wheels. Goalies are allowed
to have a water bottle on top of their net and a towel in the back of their net
to allow them to wipe off any water in their crease.
18. PUCKS
The League will
supply pucks for the warmup and for the game.
19 CHANGING ENDS
Teams will remain in their respective ends for the entire game.
20. LINEUPS
The Lineup must be presented to the scorekeeper prior to the end of the warmup, otherwise, that team will be assessed a delay of game penalty. All lineups must be filled out accurately.
21. **
NO ALCOHOLIC BEVERAGES ARE TO BE BROUGHT OR CONSUMED
INTO DRESSING ROOMS OR RINK AREAS BY PLAYERS. This is stipulated in
our contract with the Ottawa Civic Center.
Smoking is also prohibited in the dressing rooms. Any player in
violation of this rule will immediately be ejected from the League (with no
refund).
22. EMERGENCY CHANGES TO THE RULES
The League
reserves the right to make any emergency changes and/or additions to the above
rules. Teams and officials will be advised in writing as soon as
possible,(before change is enacted).
