ICE HOCKEY LEAGUE

2003 RULES AND REGULATIONS

 

1. RULES

    CAHA rules will apply in addition to the following League rules.

2. WAIVER FORMS

2.1 All players and team officials participating in games shall sign the hockey waiver prior to their first game to be approved to play in the league. Players playing on multiple teams need only sign once. All players must be at least 19 years of age prior to the start of the current season (with exceptions, subject to the discretion of the league Convener).

2.2 It is the responsibility of the team rep to ensure that all of his players sign the league waiver. Failure to do so will result in the team rep, plus top two scorers being suspended for one game.

2.3 Any player must produce valid identification within 24 hours if requested by a league official. Failure to do so will constitute that team as having an ineligible player.

2. MINIMUM NUMBER OF PLAYERS

 3.1 A team must have at least 5 skaters plus a goalie on the ice at the 23:00 minute mark ready to begin play. Failure to do so will result in a delay of game penalty. During the regular season, teams are allowed to use players from a game that preceded them. NO GAME MAY START WITHOUT THE APPROPRIATE NUMBER OF PLAYERS.

In situations where a goalie may arrive at the last minute, and in order to avoid a delay to the start of a game, the league advises its teams to start a goalie that may be coming off the ice. If no goalie is ready and on the ice by the 12:00 minute mark of the first period, the game will be forfeited to the team that has enough players. A team defaulting a game will lose by a score of 1-0.

3.2 The league’s Arena Supervisor has the authority to overrule on any possible default and order that the game be played, even if the 12:00 minute deadline has expired (depending on outstanding circumstances).

 3.3 Any team which forfeits a game because of rule 3.1 will be assessed a $125.00 fine, of which the $125.00 will be         awarded to the other team that made the effort to show up and play. The fine must be presented to the league in cash prior to the following game; otherwise the game will not start.

3.4 A team, whose goalie is injured and unable to continue to play, will be allowed to use an extra skater on the ice (with no goalie privileges, unless of course he is wearing goalie equipment).

3.5 Any team who is unable to ice a minimum of three skaters and a goalie for any faceoff will forfeit the game.

3.6 Any player who arrives late for a game may not enter the playing surface until there is a stoppage of play. Failure to do so will result in a delay of game penalty.

4. GAME TIME

4.0 The game clock shall start at the twenty-six (26) minute mark, as soon as the Zamboni and rink staff is off the ice

and the rink doors are closed. The league asks that players only enter the ice surface once the rink doors are closed.

WARM-UP                 Three (3) minutes

1st PERIOD                 Twenty-three (23) minutes

2nd PERIOD                 Twenty-three (23) minutes


4.1 The last two (2) minutes of the second period will be stop time if the score differential is one goal.


4.2 The game time will stop on all penalty shots and will re-start upon completion of the shot.

4.3 It will be to the discretion of the on-ice officials or senior off-ice officials as to whether the clock is momentarily stopped due to injury of other delay (ice problems, rule explanations etc).

5.1 PENALTIES AND SUSPENSIONS

MINOR                                                                       Three (3) minutes

MAJOR                                                                       Seven (7) minutes plus game ejection (Note 5a)

All major penalties result in an immediate ejection from the game.

MISCONDUCT                                                          Ten (10) minutes

GAME  MISCONDUCT                                             Immediate ejection (Note 5b)

Note 5a) Major penalties may carry an additional minimum one (1) game suspension.

5b) These penalties will be further reviewed by the League’s Convener where additional   suspensions could be given.

Any misconduct in the last ten minutes of a game may result in a MINIMUM ONE (1) GAME SUSPENSION.     

Any misconduct after the conclusion of the game may result in a MINIMUM TWO (2) GAME SUSPENSION.

5.2 SUSPENSIONS

a) All suspensions will appear on the league’s website. Teams will no longer be notified over the telephone or through email. 

NOTE :The Convener of the Travellers 2003 Summer Ice Hockey League reserves the right to suspend any player for any injurious or dangerous on ice offence that may have gone unnoticed during the course of a game or simply been called a minor penalty at the time.

5.3 FIGHTING

First time: Minimum Two (2) game suspension plus additional game(s) if designated aggressor or instigator.

Second time: Out of league (No reimbursement of any league fees)

5.3a Players receiving majors, misconducts and match penalties may also be given a choice of paying a “Personal/Performance Bond” to remain in the League.

5.3b Any player receiving three (3) penalties during the same game will be ejected. Any player being ejected for three penalties for the third  time during the entire season will automatically receive a 1 game suspension and an additional game suspension for each similar subsequent ejection.

5.3c Delayed penalties which result in a goal being scored, will also be recorded on the official game sheet as a penalty against the player who committed the infraction.

5.3d In circumstances where a team is shorthanded and a delayed penalty is called against that team, resulting in a goal, the penalized player in the penalty box will leave the box and the player who committed the most recent infraction will serve his full penalty.

5.3e No player may serve another teammate’s penalty except in the following situations:

 i) A penalty assessed to a goalie,

 ii) A major penalty assessed to a player having been ejected from the game

iii) Any minor penalty assessed to a player having to leave the game because of an injury.

5.3f Teams are not required to have a player serving a teammate’s penalty, whenever the latter has been ejected from the game and has received a coincidental minor with an opposing player.

5.4 SERVING OTHER PLAYERS’ PENALTIES

Whenever a player has been ejected from the game, leaving his team shorthanded for six minutes or longer, a team has the option of putting someone in the penalty box at any time during that penalty (on stoppages of play).  However, if a team waits too long and doesn’t put a player in the penalty box and the penalty expires, the team is not allowed to have a player go onto the ice from his bench. If such is the case, the team will continue to play one man short until the next stoppage of play.

5.5 Any altercation in the hallway with any opposing player will result in a MINIMUM FIVE (5) GAME SUSPENSION TO ANY OR ALL PLAYERS INVOLVED.

5.6. Any and all players, upon ejection from the game, for any reason whatsoever, must immediately proceed to the dressing room. He may not stick around to watch the remainder of the game behind the glass. He may, however, return to watch the game FROM THE STANDS, after changing into his street clothes.  A violation of this rule will result in a minimum one game suspension. In addition, ejected players who cause any off-ice disturbances which prevents any game from continuing its regular flow, will be subject to a possible further suspension.

5.7 Any player who surpasses forty minutes (40) minutes in penalties, will from that point on, be assessed a $5.00 fine for each subsequent minor penalty and $10.00 for any more serious infraction (major, misconduct, etc). This fine will be deducted from the Team Bond Note: These fines will be used to offset costs for end of the year awards.

NOTE: Any player, upon exceeding the penalty limit (40 minutes), will have his penalty total reduced by twelve (12) minutes should he then play five (5) consecutive games without earning a penalty. 


5.8 Any player who threatens the safety and well-being of any on-ice or off-ice official will be receive a minimum season-long suspension.

5.9 Suspended players are not allowed to be near the bench area during a game.

5.9a Only players actually playing the game are allowed on the team bench.

5.10 Players will be responsible for being familiar with the league’s rules and regulations and thus will not  question  them or harass league officials for any decision an official takes which is in accordance with those rules. Harassing officials in cases such as this will result in suspensions and in severe cases, ejection from the league.

6. GOALIES

6.1 The goalie is the only player on the ice who is not automatically ejected for three penalties or for a more serious offence such as a major or misconduct. It will be at the discretion of the on-ice officials to determine whether this player in question could be a threat or a liability for the remainder of the game. Goalies in these outstanding circumstances will be subject to a possible league suspension.

6.2 Any goalie receiving three (3) minor penalties in a game will not be ejected from the game but will however be assessed an automatic one (1) game suspension and therefore will not be permitted to play for that team’s next regularly scheduled game.

7. EQUIPMENT

7.1 All players shall wear CSA approved hockey helmets. All goalies shall wear CSA approved hockey helmets with CSA approved facemasks.  Goalies are not allowed to wear cat-eye style masks.  Players without proper helmets and chin straps (no substitute whatsoever) will NOT be permitted on the ice during a game. The league has extra equipment (gloves, elbow pads, pants, goalie equipment etc) which can be borrowed free of charge should it be needed.  

7.2 If insurance needs dictate, face masks and /or eye shields may also become necessary for all players.

7.3 Any player participating in a league game, who is notified by an on or off-ice official of an equipment or sweater violation, is prohibited from returning to the ice until the violation has been corrected. Failure to abide by rule 7.3 will result in a one game suspension to the aforementioned player.

8. SWEATERS

8.1 Teams shall have two (2) full matching sets of sweaters with numbers for each player participating in the game.  All teams members, including the goalie, must wear matching sweaters. The goalie is the only player allowed to play without a number. No players on any one team may wear identical numbers nor may any player wear no number. Tape will not be accepted as a means to create a number on a sweater.

Note: 1) All teams will have until May 20 to secure two sets of matching sweaters. From this point, teams using ineligible sweaters will be fined $10 per ineligible sweater. Teams may elect to borrow a league sweater at a cost of $5.00/sweater (three sweaters or more/maximum $10.00); otherwise a set must be secured from a League Supervisor, at a rental charge of $10.00. All sweater violations or rentals will be deducted from the team bond.

8.2 When there is a color conflict, the team that has had the fewest changes during the year will be the one to change sweaters. If both teams have made an equal number of changes, then the home team will be the ones to change


9. OFFSIDES AND ICINGS

The determining line for an icing call will be a team’s defensive blue line.  The red line will not be used when considering two line passes.  It will only be used as a location to begin play to start a period or following a goal.

10. SLAPSHOTS AND BODY CHECKING

Slapshots in all divisions are allowed. Body Checking is not allowed in any division.

11. CHANGING OF PLAYERS ON THE ICE

11.1 Change of players will only be allowed on the fly, except after: A GOAL, A PENALTY CALLED, AN INJURY (only for injured player), and END OF PERIOD.

NOTE: Teams will no longer be allowed to change after a whistle during stop time mode.

 Repeated violations of this rule could result in a delay of game penalty called by an on-ice official.

12. GAME OFFICIALS

  The two on-ice officials will be on the ice as soon as the Zamboni is off playing surface.

13. PLAYOFF ELIGIBILITY

13.1 Players must have played three (3) regular season games with a team to be eligible to participate with that team during playoffs and may play on only one team per division during the playoffs unless approved in writing by the League Convener. 

NOTE: Each team will be allowed to designate two players having played only two (2) regular season games with that team to participate with them during the playoffs.

13.2 If a team’s goalie has a legitimate reason for not being available for a playoff game, a replacement goalie may be used, however, he must be approved by the league Convener.

14 PLAYING WHILE UNDER SUSPENSION

14.1 The following penalties will be assessed to any team that is found to be using a player while he is under suspension, or an ineligible player, or a player using an alias:

A)    The final score of the game in which the suspended player anticipated will be recorded as “0" for the team using the ineligible player. The opposing team, if having lost the game, will see the score reversed.

B) The ineligible player will receive an additional five (5) game suspension.

      C) The team using the suspended/ineligible player will also have their team representative PLUS their top scorer

           (team rep will not count as top scorer) suspended for that team’s next game.

14.2 No suspended player may play on any team in this League until AFTER he has served his complete suspension.

15 PERFORMANCE BONDS

Individual players may have to post personal performance bonds to allow them to continue to play in this league. Performance bonds are $200.00 (CASH), which the player in question must pay, as well as sign a written agreement with the league, prior to his  next game. The performance bond is a final warning for the player. If a player, on a performance bond, is ejected for any reason which may result in suspension under the league rules, he will lose the bond and his playing privileges in this league for AT LEAST the remainder of the season. Reasons why a player may be placed on a bond are:

a) Severe infractions of the rules (however, not serious enough to warrant a complete season suspension).

b) Repeated disregard for the rules and safety of either players or minor officials.

c) Player has been suspended on more than one occasion during the course of the season.

The league reserves the right to place any player, at any time, on a performance bond with “just cause”.

16. DIVISION RE-ALIGNMENTS

16.1 TEAM POINTS, INDIVIDUAL POINTS, AND GOALIE AVERAGES:

No team  may move from one division to another (either up or down) with more points than the totals of the highest team or the lowest team


17. PLAYOFF FORMAT

. Further details of the playoff structure will be provided as divisional alignments are finalized.

18. TIE-BREAKERS

18.1 The following tiebreakers will be used if TWO teams are tied in points at the end of the regular season:

A  Head to head matchups

B) Most wins

C) Goals For minus Goals Against

D) Fewest Goals Allowed

E) Most Goals Scored

18.2 The following tiebreakers will be used if THREE OR MORE teams are tied:

A) Best winning % between the teams involved.

B) Most Wins

C) Goals For minus Goals Against

19. DRESSING ROOMS

  Dressing rooms are to cleared within thirty (30) minutes after completion of each game. ****ALCOHOLIC BEVERAGES ARE STRICTLY PROHIBITED INSIDE THE DRESSING ROOMS OR ON OTTAWA U PROPERTY. This is stipulated in our contract with the Ottawa U sports complex.  Smoking is also prohibited in the dressing rooms. Teams caught in violation of these rules will face an immediate ejection from the league (without refund of fees paid).

20. ROOM KEYS Keys for the dressing rooms at Ottawa U must be obtained at the customer service desk.

21. HOME TEAM

The home team listed on the schedule will always take the right bench upon stepping onto the ice. Teams will always take the end opposite to their bench.

22. GAME SHEETS AND LINEUPS

Game sheets will be provided to the teams following the conclusion of each game. Lineups   on a clipboard will be presented to the teams prior to the start of a game. Failure to provide the lineup to the timekeeper prior to the end of the warmup will result in a delay of game penalty. 

23. EMERGENCY CHANGES TO THE RULES:

The League Convener reserves the right to make any emergency changes and/or additions to the above rules. Teams and officials will be advised in writing as soon as possible (before change is enacted).

 

24. The League was formed to provide area hockey players an opportunity to participate under recreational non-contact rules. Injurious actions by players to others and disrespect towards minor and/or senior on-ice and off-ice game game officials play no part in this league. Violations of the previous may constitute just cause for ejection from the League of any player OR team without refund of fees paid. Teams and/or players can easily be replaced.

25. Please remember that we all have family and business responsibilities to attend to.
